West Bromwich tried to lease Barcelona forward Martin Braithwaite for around €15m plus bonuses, reports Mundo Deportivo.
The English club offered a buyout loan before the winter transfer window closed.
However, the 29-year-old Dane has refused to leave on loan.
Braithwaite has scored two goals in 17 games this La Liga season.
